Why does TimeWarner run local Spanish Language ads on English speaking channels like CNN, Comedy Central, etc?

What is the point? Can someone please explain to me? If you’re watching Anderson Cooper or The Daily Show, doesn’t that kinda mean that you already comprehend English? So why run an ad in Spanish and not have it understood by the vast majority of the English-only speaking audience. It’s utterly dumbfounding to me. Makes zero sense. Someone please explain the logic.
And no it’s not for Spanish-speaking person specific product. It’s just for any potential TimeWarner service subscriber. I’ve seen the English version of it many times.
